Preferential Policies for Attracting Talents in Huai’an Overseas Students Pioneer Park

1. Requirements
      Talents with a master's degree or above or a deputy-senior title or above shall meet one of the following requirements:

1.1. Leading in an international discipline or technology field with promising high-tech achievements of advanced international level;

1.2. Owning independent intellectual property rights and technical achievements that fill the domestic gap, have market potential and can be industrialized

1.3. Chairing major industrial projects with prospective future.

 

2. Preferential Housing Policy

2.1. General sci-tech enterprises: The Silicon Valley International Building or the Comprehensive Office Building will be for lease. If the annual invoice amount is more than 1 million RMB, 60of the floor area (all the following areas refer to floor areas) of the office occupancy will be free. The rent for the extra area will be charged at 30 Yuan/per month in the Silicon Valley International Building and 22.8 Yuan/per month in the Comprehensive Office Building. If the annual invoice amount is more than 2 million RMB, a factory with an area of no more than 200will be additionally provided for free, and the rent for the extra area will be charged at 9.8 Yuan/per month. In principle, enterprises in the park could enjoy this policy for three years. If an enterprise fails to meet the requirements of the park, within the first month of the next year it must pay up the rent (non-preferential payment) of this year, otherwise will be legitimately removed out of the Huai’an Overseas Students Pioneer Park (hereinafter referred to as HOSPP) by its Management Office.

2.2. Sci-tech enterprises established by high-level domestic talents (Master or above): The Silicon Valley International Building or the Comprehensive Office Building will be for lease. If the annual invoice amount is more than 500 thousand RMB, 60of the office occupancy will be free. The rent for the extra area will be charged at 30 Yuan/per month in the Silicon Valley International Building and 22.8 Yuan/per month in the Comprehensive Office Building. If the annual invoice amount is more than 1 million RMB, a factory with an area of no more than 200will be provided for free, and the rent for the extra area will be charged at 9.8 Yuan/per month. In principle, enterprises in the park could enjoy this policy for three years. The rent for the extra area will be charged at 30 Yuan/per month in the Silicon Valley International Building and 22.8 Yuan/per month in the Comprehensive Office Building. If the annual invoice amount is more than 500 thousand RMB, a factory with an area of no more than 200will be provided for free, and the rent for the extra area will be charged at 9.8 Yuan/per month. In principle, enterprises in the park could enjoy this policy for three years. If an enterprise fails to meet the requirements of the park, within the first month of the next year it must pay up the rent (non-preferential payment) of this year, otherwise will be legitimately removed out of HOSPP.

4 Yuan/per month will be required for the property management fee and water fee in the offices and rent-free factories above.

2.4. Enterprises in the Sci-tech Enterprise Accelerator: An enterprise with an annual invoice amount of no less than 5 million RMB or no less than 1 million RMB for every 100 of its factory could enjoy the policies as follows: (1) preferential rent policy: “1-year exemption and 2-year half payment” (Eligible enterprises will be exempted from rent in the first year and pay half of the rent in the second and the third years.)  (2) preferential tax policy: “2-year exemption and 3-year half payment” (Eligible enterprises will be rewarded in the first two years with all the local retained part of the tax they paid and with half of the local retained part of the tax they paid from the third to the fifth years.)

 

3. Housing subsidy policy

Enterprises established by overseas students will be able to enjoy housing subsidy of 1500 Yuan per month; promising enterprises established by non-overseas students could enjoy the same policy with the approval of the directors of HOSPP after a group discussion. In the premise of accomplishing the tasks assigned by HOSPP, enterprises will have access to this policy for three years.

 

4. Project Review

There will be a project review in HOSPP semiannually. Sci-tech enterprises established by high-level talents (Master or above) could be reviewers. The procedures for determining and allocating funds for supporting a project will be as follows:

4.1. Expert Review: Experts will score such aspects as the scientific and technological content of the project, the growth of the project and the market prospects of the product. All the scores will be accumulated into the final score of the project.

4.2. Group discussion: The directors of HOSPP will have a group discussion on the projects’ final scores and their combination degree with existing industries in Huai’an to classify them into four grades: A, B, C, D. 2 million Yuan subsidy will be given to A projects, 1 million to B projects, 500 thousand to C projects and 300 thousand to D projects.

4.3. Fund Appropriation: Fund will be given after the directors’ audit on enterprises’ (excluding Institutes) progress of investment in fixed assets or invoice amount. (1 million Yuan or above of the tax in storage could be fully appropriated.)

Enterprises enjoying the above preferential policies must complete the tasks assigned by HOSPP. If one fails, HOSPP will be entitled to cancel all the preferential policies on it.

The principle "One Discussion for One Case" could be applied to key projects.
